Unable to see Email Channel Traffic in Google Analytics

We are having trouble attributing website traffic to the Email Channel. We are currently not using UTMs in all emails, however, they can be found in some.

I have updated the Email Channel Rule Definition to the following (Source contains MKTO tracking link):

It has been over a week since I have implemented these rules in GA, and I have only seen about 13 records total in the Channels Report within the Email Channel Grouping (there should be many more than this). Can anyone recommend a resolution?
