Scoring Content engagement with product Tags and activities

Hello,

Looking to get insight/ideas on using program solution tags to score engagement based on a threshold of content downloaded/viewed for a particular solution. For instance today someone may download content A and then register for a webinar that outlined Solution A and then Clicked link in an email promoting Solution A. Based on a combination of these activities, I want to score them differently.

Is there a way to do this with TAGs and creating a custom activity? Any advice or ideas on how to best do this would be appreciated.

Tags cannot be used this way. They are not visible to workflows.

Creating a smart list is a good first step to see how to find such people. There are several threads on product scoring.
