RTP - Why is the same user being identified in a different segment in different browsers?

I'm running an RTP campaign that is segmented by industry. One user was identified as a default (could not be identified as belonging to a particular industry) in Chrome, but in IE the user was identified as belonging to the government segment? Has anyone ever encountered a similar issue where browser type was affecting the segmentation of a user(s)?

Segment matches are not based off of browsers so that's not the issue here.

Segment matches are based off of reverse IP lookup.  If the IP you're on is not managed correctly (meaning nobody on your IT team has reached out to the ISP to define owner information), it is left to the IP lookup service to make that determination.  A lot of times this will produce false positives and the information could be anything.   This is the risk of reverse IP lookup.
