Outlook for Mac 2011 rendering responsive on desktop

This problem appears to be isolated but is happening on my Director's Mac. For some reason her Mac Office 2011 email client is showing the mobile-styles for an email.

I've tried to leverage device-min-width media queries and even trying to lock down media queries between specific pixel sizes to try to force a desktop to display properly but they are not working.

I did notice that my doctype for my responsive emails is rewritten in Marketo upon send, from:

<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">

TO:

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN" "http://www.w3.org/TR/html4/loose.dtd">

I am betting that the doctype rewrite is part of the issue as I use Silverpop to send emails and the same email sent via their platform renders correctly on my Director's Mac Outlook 2011.

Anybody have any thoughts?
