It can be possible with Web Personalisation a (chargeable) Marketo add-on app. With MLM, the only approaching way of doing this would be with an iframe embedding a Marketo landing page that you could make even dynamic.
Depends on what is meant by "Smart CTA," Greg. Without elaboration, how do we know Clemente doesn't mean "embeddable button" -- i.e. Mkto form would work fine?

Based on your expanded definition, we have to go back to Greg's initial reaction, since forms do not have any understanding of anonymous visitor segments (anonymous leads are not segmented at all in MLM).
Even embedding a Marketo-hosted LP wouldn't help, because they are not segmented based on historical anonymous activity. LPs can be forcibly segmented based on the current URL, which in theory could be based on historical activity in the session, but this is outside of Marketo's native feature set. With ConversionPath (a separate package) for example, you can segment parts of the page based on initial UTM parameters. But within the Marketo portfolio you'd need to purchase Web Personalization.
