User rights for Salesforce campaign syncing

Today a colleague synced 11K raw records in Marketo (in Lead Database) to a Salesforce campaign. The impact on Salesforce was dramatic. Raw hand raises, recruitment candidates, qualified out leads, and more entered Salesforce. Some business units suddenly had hundreds of neglected leads, reports were corrupted, and more.

There should be a setting for user roles, who can 'lead actions -> saleforce -> Add to SF campaign' (or update, or delete). This should make sure only experienced Marketo users are allowed to do this.

This is painful and i feel for you sir.
We should be able to have more flexibility regarding lead database lock out. 

I think the only best option is to have a custom field that SFDC uses on the Marketo Sync user to reject leads if check box is not checked.

Tip! Marketo did release enhanced user role settings recently. You can disable Lead Actions for users. This will prevent them from doing mass updates in the system. However, it would prevent all, not just Salesforce.
