Currently, a permission exists that allows users to choose a list import mode when uploading a list, but I think there is a greater need to have a permission that allows admins to grant or deny users the ability to upload a list. This permission would give Marketo Admins the ability to dictate which roles/users can upload data to ensure that list uploads have all required fields and comply with data quality standards within their organization.
