A specific filter available for sends that didn't complete due to communication limits (email skipped)

We have fairly strict communication limits and some layered programs considered critical which are set to ignore them. The problem is we sometimes miss the fact that groups of leads are hitting limits and not being sent certain communications. We have smartlist subscriptions that match our communication limits but these show a lot of false positives as like I mentioned we have certain programs set to ignore limits.

Would love to have a filter available for sends that didn't complete due to communication limits. This way we could subscribe ourselves to daily/weekly reports and more quickly and accurately react to these situations.
