When a User has passed the access expiration date, does he/she counts as an active user (against the license max)?

With Marketo recent version (Last June), we can now set an access expiration date.

What is not clear to me is whether or not a locked account counts against the licence. The docs does not say anything about this: Managing Marketo Users - Marketo Docs - Product Docs

Anyone knows?
