Rich text on a picture

I want to put text over a picture but every time I view preview, the text goes behind the pic. I've never had this problem before. Can someone please tell me why this may be happening?

As you can see, the wording is in the background when originally I put it in front. When it refreshes, it goes back.

I am not exactly sure why tis is happening... Still experimenting and testing out some ideas

I figured it out. I was placing the text above the pic in the mobile version, causing it to go behind the pic in the desktop version. Thanks for your help.Scott Wilder​
